About HMO Register
What this is
hmoregister.co.uk is an independent, verified information service for tenants in England and Wales. We aggregate the statutory HMO licence registers that every local housing authority must publish under section 232 Housing Act 2004, explain the rent repayment order process in plain English, and link every claim to its source.
How the data is verified
- Council spine: all 318 England and Wales local housing authorities, taken from ONS local authority data (December 2025 edition).
- Rent figures: ONS Private rental market summary statistics (October 2022–September 2023), shown as published medians with their sample sizes — never adjusted or invented.
- Tribunal contacts: the judiciary's own residential property contact pages, verified 2026-09-04.
- Legal content: legislation.gov.uk section texts and GOV.UK tribunal guidance, including the Renters' Rights Act 2025 changes effective 1 May 2026.
- Case references: published First-tier Tribunal decisions on GOV.UK, linked to the original.
Where a fact cannot be verified, the page says so instead of filling the gap.
Independence
Independent tenant information service. Not a local authority, not the First-tier Tribunal, not a law firm. Procedural information only - not legal advice. We are not a claims management company: we sell no percentage of any award, and we refer no cases to law firms for a fee.
Editorial review
Guides are reviewed by Sean McNamara against legislation.gov.uk and GOV.UK sources. Review date appears on every page. Corrections: update the page and the review date moves with the change.
The commercial line
Pages marked with a toolkit callout link to Casewright RRO Application Pack — a flat-£149 self-serve preparation product from Casewright, a separate company. We mark the link as sponsored, keep it out of body text, and it never affects what the directory says.
