Terms of Sale: Rent Repayment Order Tenant Pack (Digital Download)
Last updated 30 October 2026. These terms apply to purchases of the Rent Repayment Order Tenant Pack from hmoregister.co.uk. They are separate from the terms for business listings on the site.
1. Who we are
1.1 The pack is sold by Noverquis Ltd, a company registered in England and Wales with company number 17521667, 37 Longfellow Way, London SE1 5TB ("we", "us").
1.2 Contact: [email protected]; post to the address above.
1.3 We are not VAT registered, so no VAT is charged.
1.4 We are not a law firm. We are not regulated by the Solicitors Regulation Authority, the Bar Standards Board or any other legal regulator. We do not give legal advice. The pack is self-help information and templates. Buying it does not create a solicitor-client relationship, and nothing in it is advice about your particular situation.
1.5 These terms are for consumers (people buying for purposes outside their trade, business or profession). If you are buying for a business purpose, contact us first.
2. What you are buying
2.1 The "Rent Repayment Order Tenant Pack" is digital content supplied by download. It contains the 12 documents listed on the product page when you buy: start-here guide; guide to rent repayment orders and the Form RRO1 process; Form RRO1 sample and answer template; council licence register check and Freedom of Information request; landlord identification guide; rent repayment calculation worksheet; schedule of rent paid; tenant witness statement template; evidence bundle checklist; tribunal fees and Help with Fees guide; optional letter to the landlord; and deadline planner.
2.2 The pack covers rent repayment orders under the Housing and Planning Act 2016 in England only. It does not cover Wales, Scotland or Northern Ireland.
2.3 The pack states the law as checked on 30 October 2026, and each document says so. Law, fees and forms change. You must check the current official form, fee and the tribunal's directions for your case before you act.
2.4 We do not promise any outcome. Whether the tribunal makes an order, and for how much, depends on the facts and evidence in your case and on the tribunal's decision.
2.5 You need a device with a standard word processor or PDF reader and an internet connection to download the files.
3. Price and payment
3.1 The price is GBP 29, including all taxes (no VAT is charged). The price shown at checkout is the price you pay. There are no extra charges from us.
3.2 You pay by card or the other payment methods shown at checkout, through our payment provider, Stripe (the Stripe group company that provides payment services to us). We do not see your full card number.
3.3 The contract is formed when your payment is confirmed and we send you an order confirmation email.
4. Delivery
4.1 We supply the pack by download. The download link is shown on the page you reach after payment and is emailed to you. Delivery is normally immediate.
4.2 If you have not received the link within one hour of payment, check your spam folder, then contact us at [email protected]. We will resend it.
4.3 Keep your own copy. You may download the pack as many times as you wish for 12 months from purchase using your link, after which we cannot guarantee the link will still work.
5. Your right to cancel and immediate access
5.1 Under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 you normally have the right to cancel a contract for digital content within 14 days of the day the contract is made.
5.2 That right is lost once supply of digital content has begun if, before you pay, you have (a) given your express consent to us beginning the supply within the 14-day period and (b) acknowledged that you will lose your right to cancel once supply begins (reg. 37).
5.3 At checkout you must tick a separate box giving that consent and acknowledgement. If you do not tick it, you cannot buy the pack for immediate access, and we will not supply it.
5.4 We will confirm your consent and acknowledgement in your order confirmation email (reg. 16(3)).
5.5 Because supply begins immediately after payment, you will not normally be able to cancel once you have ticked the box and the download begins. This does not affect your rights in clause 6.
5.6 If you contact us to cancel before the download or access has begun (for example, payment succeeded but you have not opened the link), we will refund the price in full within 14 days.
6. If something is wrong with the pack
6.1 Your rights under the Consumer Rights Act 2015 are not affected. Digital content must be of satisfactory quality, fit for a particular purpose you made known to us before you bought, and as described (ss.34 to 36).
6.2 If the pack does not meet those standards, you are entitled to have it repaired or replaced (s.43). If that is impossible, or we do not do it within a reasonable time and without significant inconvenience to you, you are entitled to a price reduction, which can be up to the full price (s.44). We will pay any refund within 14 days of agreeing you are entitled to it, to the payment method you used, without charge.
6.3 If a file is missing, corrupted or will not open, contact us at [email protected] and we will resend or fix it.
6.4 A change in the law, fees or forms after the date shown in the pack does not on its own make the pack faulty. We are not obliged to send updated versions, though we may choose to.
7. Licence to use
7.1 We grant you a personal, non-transferable licence to download, print, adapt and use the templates for your own rent repayment order matter (including a joint application with other tenants of the same property).
7.2 You may not resell, publish, share online or distribute the pack or substantial parts of it. The pack remains our copyright.
8. Our responsibility
8.1 We are responsible for loss or damage you suffer that is a foreseeable result of our breach of these terms or our failure to use reasonable care and skill. Loss is foreseeable if it was an obvious consequence of our breach or was contemplated by you and us when the contract was made.
8.2 We do not exclude or limit liability where it would be unlawful to do so, including for death or personal injury caused by our negligence, for fraud or fraudulent misrepresentation, or for breach of your statutory rights as a consumer.
8.3 The pack is self-help information. You decide whether, when and how to apply to the tribunal, and you are responsible for checking deadlines, the current form and the tribunal's directions. We are not responsible for the outcome of your application. This clause does not limit your rights in clause 6.
9. Your personal information
9.1 We use your name, email address and order details to process your order, deliver the pack and respond to you. Payments are processed by Stripe. See our [Privacy Notice for pack purchases].
10. Complaints
10.1 If you are unhappy, email [email protected] and tell us what went wrong and what you want us to do. We aim to reply within 5 working days.
10.2 If we cannot resolve your complaint, you can seek free advice from the Citizens Advice consumer service and you may bring a claim in court.
11. General
11.1 We may change these terms for future purchases. The terms in force when you buy apply to your purchase.
11.2 If any part of these terms is found to be unenforceable, the rest remains in force.
11.3 These terms are governed by the law of England and Wales. If you live in England or Wales you can bring proceedings in the courts of England and Wales. If you live in Scotland or Northern Ireland you can bring proceedings in your local courts.
